Dr. Rick Wheeler is the Missional Strategist for the Jacksonville Baptist Association. He seeks to come alongside pastors and ministry leaders, encouraging them to pursue God and engage in His mission with greater conviction and clarity.
David Garrett
Church Community Ministries Director
David Garrett has served as Director of Church and Community Ministries for the Jacksonville Baptist Association since 1994. He is responsible for helping the Association become a channel for missions, connecting like-minded people to the needs of Jacksonville and the heart of God.
As a missionary with the North American Mission Board, David oversees many aspects of transformational ministry outside the walls of the church, including literacy missions, disaster relief, and health ministries. David assists hundreds of volunteers each year to get plugged into where God is moving in Jacksonville. He coaches ministers and churches who desire to become “missional” in their approach to outreach and evangelism.
David holds a Bachelor of Arts degree in Psychology from Stetson University in Deland, Florida and a Master of Arts in Religious Education from Southwestern Baptist Theological Seminary. Before coming to the Association, he served as Minister of Education and Youth at
Westwood Baptist Church in Live Oak, Florida and Ridgewood Baptist Church in Orange Park, Florida.
David married his childhood sweetheart, Donnie and they have three children: daughter Darla and twin sons, Marcus and Caleb. They also have one granddaughter: Riley.

Eugene McCormick
African-American Ministries Director
Principal Ministry Responsibilities:
- Assists churches in the enlisting, training, and deploying of a Minister of Education.
- Leads in the establishing a permanent Minister of Education Network for African-American churches the city of Jacksonville to provide mentoring and fellowship.
- Guides in producing a reproducible model for establishing ministers of education in the African American church, including a system for evaluating the results. |

Principal Ministry Responsibilities:
- Director of Baptist Collegiate Ministries
- Assists churches in developing college ministries
- Provides mission and ministry opportunities for college students in Jacksonville
- Coordinates student leaders and volunteers on six different campuses |
Arlene Skinner
Multi-Housing Ministry Director

Arlene has served at the association as financial secretary since 1997. In 1999 she also became the director multi-housing ministries, a role where she encourages churches to “be a missionary in your own zip code.
As multi-housing ministry director, Arlene’s responsibilities include:- Training churches on how to enter a multi-housing property, identify community
needs, then establish an on- going ministry to meet those needs while obeying
property rules.
- Connecting mission minded churches to multi-housing communities
- Speaking in association churches to create an awareness of multi-housing
ministry possibilities
Arlene handles all the financial responsibilities of the association. Upon request she provides training for those new to handling church finances and this year started the peer learning group, F.A.S.T. (Financial, Administrative, Secretarial and Treasurer). This interdenominational group meets occasionally to share information and discuss current changes regarding tax compliance issues. You can join by e-mailing Arlene.
Arlene was recently voted in to serve on the Supervisory Committee of the Florida Baptist Credit Union.
Prior to coming to the JBA, Arlene’s experiences included working at Prudential for eight years in billing, supervision, then as a business coordinator in computer systems; church youth group leader; Sunday school teacher & trainer; volunteer work where she wrote and co-directed a seizure disorder awareness video and pamphlet that was presented to
Duval
County school faculties.
Arlene and her husband, Tony, have two hard working sons, two beautiful daughters-in-law and two wonderful grandchildren.

Lynn Stone Administrative Assistant

Lynn has served as administrative assistant to the Association Director, since 1993. She also serves as Association Clerk and is responsible for compiling the Annual Church Profiles (ACP).
Lynn is a secretary consultant for the Florida Baptist Convention, leading conferences for church secretaries and ministry assistants across the state. She has been an officer in the state (SBSAF) and national (NASBS) secretaries’ organizations.
Lynn and her husband, Glynn, an ordained minister, have been married for 40 years. Glynn and Lynn have been actively involved in church music ministry since college. Lynn taught private piano lessons prior to living in Jacksonville. She is a gifted pianist and accompanist. They have three children, all working in fulltime Christian ministry, and seven grandchildren. |
Beth West
Ministry Assistant for Church Community Ministries &
Church Development/Port Ministries Directors
Beth has served at the Jacksonville Baptist Association since 1993. She assists the above directors in their ministries and prepares and edits copy for the Network, JBAtoDate, and The Bridge newsletters.
Beth holds a Bachelor of Science degree in Elementary Education with a minor in English from Florida State University. She worked as a reservationist for Delta Air Lines prior to coming to the JBA.
Beth and her husband, Ted, have two daughters, Holley and Marie, and three grandchildren.
Joanne Hackett
Ministry Assistant/Receptionist

Joanne Hackett became part of the Jacksonville Baptist Association staff team in 2005. As the JBA receptionist she is the first ministry assistant guests meet. This staff position allows her the opportunity to respond to the inquiries of guests and callers in a courteous and professional manner.
Joanne is responsible for greeting guests in the lobby and answering questions they might have about our many ministries. She handles all incoming calls attentively and with a cheerful demeanor. Joanne also provides office support that includes various other secretarial tasks as needed.
Joanne is happily married to Clarence. As a former widow and widower they are grateful for their new beginning in 2006. Together they have 4 adult married children and 6 grandchildren.
